Submit an ARCO data subject rights request (no login required)

Public intake for LFPDPPP/SABG data subject rights requests. ARCO rights belong to the person who may appear in a screened source — not to the API customer who ran the screen — so this route requires no portal account and no API key. **Auth:** none. Protected instead by a Cloudflare Turnstile token (`turnstile_token`) and a per-IP rate limit (`ARCO_PUBLIC_RATE_LIMIT_PER_HOUR`, default 5/hour). Tickets land in the same queue admin staff already triage. The response includes an `access_key` shown once. The submitter presents that key in the `X-Arco-Access-Key` header to open the ticket, exchange messages, and upload files — no portal account required. Support may also reply by email to `contact_email`. ARCO cancellation cannot delete audit log entries (LFPIORPI Art. 18).
